NJTA A3790 Heards Brook Culvert Rehabilitation

Artheon was selected by the New Jersey Turnpike Authority (NJTA) as the prime consultant for the A3790 Heards Brook Culvert Rehabilitation project located on the NJTA Headquarters property in Woodbridge, New Jersey. Based on our detailed inspection of the existing 440-foot-long culvert, a portion of the structure was identified as requiring immediate rehabilitation. To address the condition and mitigate potential risks, the project was advanced to construction under an emergency repair contract.

Artheon performed an expedited engineering design and prepared the necessary contract documents to support rapid project delivery. Due to the urgent nature of the repairs, our team coordinated closely with NJTA and regulatory agencies to secure an emergency authorization from the New Jersey Department of Environmental Protection (NJDEP), enabling construction to proceed without delay while maintaining environmental compliance.

Project Features:
  • Supported the Township of Woodbridge’s Main Street Rehabilitation and Transit Area Plan by improving a critical gateway corridor beneath US Route 9.
  • Addressed long-standing congestion and safety issues at the Main Street interchange ramps serving Route 9 amid increased residential and commercial development.
  • Enhanced traffic flow, safety, and multimodal accessibility while reinforcing the corridor’s role as a key entrance to downtown redevelopment.
  • Developed coordinated traffic signal operations and geometric improvements to support transit-oriented development and pedestrian-friendly design goals.
  • Integrated resilient stormwater management solutions, including underground detention systems and green infrastructure, in compliance with current NJDEP regulations.
