Under a multi-year Statewide Term Agreement with NYS OGS, Artheon, P.C. served as an MBE subconsultant to CHA Consulting, Inc., delivering task-order Engineering services for public agencies. The Artheon provided HVAC and plumbing design for the lower level of the armory. The primary focus was on the complete renovation of locker rooms, latrines, and related support spaces to replace aging infrastructure with modern, code-compliant systems designed for durability, sanitation, and improved occupant comfort.

This project delivers a brand-new, state-of-the-art, 4-story, 150,000 sq ft consolidated testing facility for the New York State Department of Transportation (NYSDOT). It replaces the outdated 1963-era laboratories in Buildings 7 and 7A on the Harriman Campus and brings the Region 1 Testing Laboratory and the Traffic Signals Laboratory into a single centralized building. The new facility incorporates complex, highly specialized laboratory systems including large-scale universal test frames, corrosive and hazardous waste handling infrastructure, and dedicated distilled and deionized water distribution for precision lab work.

NJ TRANSIT Walter Rand Transportation Center Improvements

Artheon served as a subconsultant for the NJ TRANSIT Walter Rand Transportation Center Improvements project in Camden, New Jersey, providing comprehensive survey services in support of planned facility upgrades and expansion. The Walter Rand Transportation Center, constructed in 1989 and owned by NJ TRANSIT, is the largest intermodal transportation hub in the City of Camden and a critical node in the regional transit network.

At the time of the project, the facility accommodated twenty-four NJ TRANSIT bus routes, the NJ TRANSIT River LINE light rail, the PATCO Speedline subway, intercity Greyhound bus service, and South Jersey Transportation Authority (SJTA) operations. The project was undertaken to upgrade, enlarge, and modify the transportation center to support increased ridership and the ongoing development renaissance in the City of Camden.

Artheon’s scope included development of base mapping and completion of right-of-way and boundary surveys within the project limits. Our team conducted extensive research of deed records, tax maps, railroad valuation maps, and other property documentation to establish accurate ownership and boundary information. In addition, high-definition scanning technology was utilized to accurately tie above-ground features to the subterranean boarding platform, including the stairway providing access to the platform, ensuring precise integration of existing conditions into the design process.

NJTA A3790 Heards Brook Culvert Rehabilitation

Artheon was selected by the New Jersey Turnpike Authority (NJTA) as the prime consultant for the A3790 Heards Brook Culvert Rehabilitation project located on the NJTA Headquarters property in Woodbridge, New Jersey. Based on our detailed inspection of the existing 440-foot-long culvert, a portion of the structure was identified as requiring immediate rehabilitation. To address the condition and mitigate potential risks, the project was advanced to construction under an emergency repair contract.

Artheon performed an expedited engineering design and prepared the necessary contract documents to support rapid project delivery. Due to the urgent nature of the repairs, our team coordinated closely with NJTA and regulatory agencies to secure an emergency authorization from the New Jersey Department of Environmental Protection (NJDEP), enabling construction to proceed without delay while maintaining environmental compliance.
