Artheon provided full project and construction management for major MTA railroad infrastructure upgrades across four key areas:
1) 53rd Street Tube Pump Room Rehab: Comprehensive overhaul of damaged systems and components, rehab of key facilities along the subway line, and ensured resilience against future natural disasters at multiple locations.
2) Rutgers Subway Tube Rehabilitation: 4,000 feet of track replacement, signal modernization, third rail and communication upgrades, tunnel pumps, vent plants, structural steel repairs, ADA platform improvements, and flood resiliency.
3) 8th Avenue Subway Line Rehabilitation: Structural tunnel repairs, duct-bench replacement, water infiltration repairs, fiber optic cable installation, new communication node house, fan plant and power upgrades, lighting, and railroad station enhancements.
4) 14th Street Station Complex – ADA & Repairs: Modernization of three railroad stations, nine new elevators, 57 stairs reconstructed, new fare control and employee areas, safety systems, CCTV, platform edge reconstruction, and general repairs.

All work occurred in active rail environments, requiring outage planning and coordination, stakeholder engagement, 24/7 construction oversight, and complex scheduling. Artheon’s scope covered project logistics, site access, construction and operational phasing, evaluation of value engineering/alternative technical concepts, review of contractor means and methods, force account coordination, track outage planning, site inspections, stakeholder and design compliance, decommissioning and commissioning, and risk/safety/quality/environmental oversight. Full office engineering support included invoice reviews, shop drawing/code compliance, NEPA, field issue resolution and preparation of project status reports and dashboards.

In this systemwide IDIQ design-build contract for structural repairs, Artheon serves as Lead Designer, providing full engineering services for the structural rehabilitation of the Lexington Avenue and Jerome Avenue Lines, spanning from 42nd Street Station in Manhattan to 161st Street Station in the Bronx. Artheon led field inspections identifying over 500 structural deficiencies, prepared detailed condition assessment reports, and developed repair designs and calculations to restore deteriorated elements. The scope includes repairs for steel corrosion, concrete spalls, compromised connections, and leaking.

Artheon provided construction management and REI services for the oversight for the project unique combination of MPT which include NJDOT Rt.440 long term shoulder closure, NJTA lane closure procedures and Coast Guard mandated Marine MPT. Scope includes overview of installation of cofferdams at three marine locations (Piers), which include 255 pairs of Type ZZ14-700, 50-foot-long steel sheet piles, with two different cofferdams cantilever cofferdam system with tremie concreting as well as a braced cofferdam system with timber matt flooring due to USACE Fill volume restrictions, disposable of regulated materials.

Artheon along with JV partner TYLin primed this single PMC contract to provide Design and Construction Management oversight of two separate construction contracts, Package 6 for ADA upgrades at five stations, two in the Bronx, and three in Brooklyn; and Package 7 for ADA upgrades at two stations in the Bronx. These two packages include an installation of 15 elevators, 12 EMRs, 11 new stairs, 3 new street headhouses, and 13 new platform ADA boarding areas, as well as ancillary work including platform replacement, track work, state of good repair, and MEP and utility relocations.

Under a multi-year Statewide Term Agreement with NYS OGS, Artheon, P.C. served as an MBE subconsultant to CHA Consulting, Inc., delivering task-order Engineering services for public agencies. The Artheon provided HVAC and plumbing design for the lower level of the armory. The primary focus was on the complete renovation of locker rooms, latrines, and related support spaces to replace aging infrastructure with modern, code-compliant systems designed for durability, sanitation, and improved occupant comfort.
